“Laser, optical and optoelectronic technologies are crucial to many aspects of modern society, for instance in terms of progress in manufacturing, revolutionary changes in telecom and information systems, enhancement of diagnostic and therapeutic capabilities of medicine, and, of course, in the field of security. Our show, Photonics. World of Lasers and Optics, enables any potential user of these technologies to clearly see offered opportunities and choose exactly what is the best for their specific tasks.”
Conference programme
The rich conference programme covered all main trends of the current market of lasers and optoelectronics.
The Laser Association and EXPOCENTRE AO together with the Photonics Russian Technology Platform prepared and held 24 events, including 15 scientific and practical conferences and a plenary meeting devoted to the 100th anniversary of birth of Nikolay Basov. There were reports on the current state of affairs and prospects in all fields of development and practical use of laser, optical and optoelectronic technologies in Russia, two panels on staff training for the photonics industry and support of innovative enterprises by the Moscow City Government, a strategic session of the Perm Photonics Centre of Competence, meetings of the Expert Council on Photonics under the Russian State Duma Commission, the Rosstandart Technical Committee 'Optics and Photonics' (TC296), the LAS Scientific and Technical Council on Biomedical Photonics, the Council of Chief Technologists of the industry, etc. There was also a conference of the Laser Association, which elected a new board of CIS national laser and laser technology experts for 2022-25. The winners of the contests of the Laser Association on the best development in the field of photonics, which will be put on the market in 2020-21, and the best thesis on lasers defended by bachelors, masters and postgraduates of Russian universities in 2021 received certificates and gifts. More than 120 papers were presented. All events of the conference programme were broadcasted online.
The conference programme was traditionally opened by the Meeting of the Expert Council on Photonics under the Russian State Duma Commission. The meeting was devoted to the need to coordinate efforts to ensure the possibility of wide use of photonics technologies in this country under the sanctions. The participants spoke about the necessary measures to maintain a wide range of laser equipment in our market and to expand its use in the country. For this purpose, according to Ivan Kovsh, President of the Laser Association, active clear interaction of large and small enterprises that exist in the laser industry in Russia is necessary.
The open joint meeting of the Council of the Laser Association, the Secretariat of the Russian Technology Platform on Innovative Laser, Optical and Optoelectronic Technologies – Photonics, and the Board of Founders of the Eurasian Photonics Technology Platform was devoted to proposals for support from Laser Association members for innovative industry projects and companies in the field of photonics. The event was moderated by Ivan Kovsh, President of the Laser Association. Representatives of photonics enterprises, scientific organisations and centres made proposals at the meeting. In their common opinion, there should be a governmental coordinator of photonics development and wide assimilation of its technologies in the country, who should rely in their work on experts who are professionally engaged in these issues and actively cooperate with the Photonics Technology Platform. The Association is ready to help and support all projects.
The plenary meeting of the 10th Congress of the Photonics Russian Technology Platform was devoted to the 100th anniversary of birth of Nikolay Basov. The session began with the awarding of certificates of appreciation by the Laser Association to the winners of the best developments that have been brought to market over the past two years. The awards were presented by LAS President Ivan Kovsh.
Professor I.G. Zubarev, Doctor of Physics and Mathematics, Chief Researcher at Lebedev Physical Institute of the Russian Academy of Sciences, opened the session with the report on Nikolay Basov as a Pioneer and Organiser of Laser Research in the USSR. The lecturer highly praised the scientific and management activity of this outstanding scientist. Afterwards, Professors M. A. Gubin, S. Yu. Guskov, and I. N. Zavestovskaya spoke about the works initiated by Nikolay Basov. Substantial reports full of little-known facts aroused increased attention of industry professionals.
The meeting of chief technologists was devoted to the import dependence of the industry in the current environment and implications for the national economy. Deputy Chairman of the Board of the Military-Industrial Commission of the Russian Federation Oleg Bochkarev opened the event. He stressed that technologists today face the task of ensuring import substitution of high-tech products. It is necessary to understand which foreign technologies need to be replaced by Russian ones.
The meeting participants talked about the issues of integrated development of key technologies in the field of optoelectronics and photonics in Russia related to raw material independence, import substitution, and development of new technological directions. Another topic was the problems of forming key technological competences and diversifying key technologies in the interests of the national economy.
The participants of the Meeting of the Rosstandart Technical Committee ‘Optics and Photonics’ discussed the current state of technical regulation and development of the regulatory framework for photonics technologies in Russia. Particular attention was paid to the standard for statistical accounting of photonics products.
Experts from the Panel on Personnel Training for Work with Photonics and its Applications spoke about current issues for photonics and related industries. They talked about the practical training of university students on the platform of industrial partnerships.
The Panel of the Competence Center of the National Technologic Initiative in Photonics was devoted to the results of 2021 and medium-term projects based on photonics technologies in the shipbuilding and space industries.
Representatives of companies related to the laser industry and experts of the Zelenograd Development Corporation took part in the Panel on Ways of Development of High-tech Business in the Current Environment. They made proposals on the development of high-tech industries in conditions of market isolation, realities and prospects of Russian vacuum and plasma technologies as well as discussed support measures for innovative business and import-substituting knowledge-intensive productions. V. Zaitsev, General Director at the Development Corporation, spoke about these possible support measures.
Ivan Kovsh, President of the Laser Association, has proposed the creation of a special targeted state programme on photonics, aimed at maximising the use of what is already available and creating new production facilities for the high quality products, materials and components that are needed today.
The conferences of the 10th Congress of the Photonics Russian Technology Platform covered the topics of laser production technologies, semiconductor photonics and nanophotonics, optical materials and components of photonics, photonics in agriculture and environmental management, radiophotonics, fibre optic cables and fibre optic components, optical sensorics, photonics in medicine and life sciences, quantum technologies, metrology support for photonics, laser and optoelectronic information systems, photonics in navigation and geodesy, fibre optic communication lines and their components, and holographic technologies.
We are looking forward to seeing you at the 17th edition of the Photonics. World of Lasers and Optics International Exhibition for Laser, Optical and Optoelectronic Technologies in 2023, which will take place at the Forum Pavilion of EXPOCENTRE Fairgrounds from March 28 through March 31, 2023.
